The answer is somewhat dependent upon which version of BlackBoard you are using.

In general, you can add PowerPoint presentations to any content area. You can choose to play the presentation in your course site.

Save the presentation as a PowerPoint show (.pps). Zip the PPS file. When you upload it to PowerPoint into BlackBoard tell BlackBoard to play the media.
